Indiana’s READI Program Brings New Entertainment Center, Arts Education to East Central Indian

The Indiana Economic Development Corporation (IEDC) joined local and regional leaders today in Gas City to celebrate the grand opening of the community’s new Gas City Performing Arts Center – one of the first Indiana Regional Economic Acceleration and Development Initiative (READI) projects to get underway in 2022.

The Indiana Economic Development Corporation (IEDC) joined local and regional leaders today in Gas City to celebrate the grand opening of the community’s new Gas City Performing Arts Center – one of the first Indiana Regional Economic Acceleration and Development Initiative (READI) projects to get underway in 2022 – that will bring new arts and music education, programming and performances to the region.  

Governor Eric J. Holcomb established the now $1.25 billion READI program in 2021, and it has since been nationally recognized for its success. READI 1.0 was established with an initial $500 million in partnership with the Indiana General Assembly and is bringing vibrancy to regions across the state to accelerate shovel-ready projects and programs that will transform Hoosier communities, attract talent and improve quality of life.  

“Through Indiana’s READI program, communities statewide are improving their quality of place for current and future generations,” said Gov. Holcomb. “The Gas City Performing Arts Center will not only elevate the region’s assets and identity, but it will create an avenue to cultivate Indiana’s growing creative economy and accelerate arts and culture education for students and residents alike.” 

In east central Indiana, the $19.2 million Gas City Performing Arts Center ($2.75 million READI 1.0 allocation) is now open to the public. The nearly 40,000-square-foot, 1,830-seat music venue will fill a critical void of entertainment spaces in Gas City and the surrounding areas, serving as the main venue for the local school district’s fine arts programming and a hub for music, comedy and theater performances. 

The venue, which is strategically located just off Insterstate-69 between Indianapolis and Fort Wayne, is designed to attract and host national and regional artists and performances, nurture the next generation of artists, and foster a community culture of artistic expression. The Gas City Performing Arts Center already has performances scheduled throughout the fall, with its first event – The Classic Rock Experience – scheduled for Oct. 4.  
 
“I am extremely grateful for everyone involved in the success of this monumental project, not only for Gas City and Grant County, but the East Central Indiana Region and the entire state,” said Gas City Mayor Bill Rock. “This project is the result of the dedication of our team and the support of the community. The city of Gas City is excited to be able to serve as a destination for arts and entertainment and looks forward to the positive change this project will have on our region.” 

READI 1.0 has awarded $487 million to 353 unique projects and programs across the state, yielding $12.6 billion invested (26:1 investment leverage ratio) in quality of life, quality of place and quality of opportunity initiatives. READI 2.0, which was part of Gov. Holcomb’s 2023 Next Level Agenda and secured additional funding awarded by the Lilly Endowment, is allocating another $750 million to accelerate community development investments statewide. This funding is expected to attract a minimum 4:1 match of local public and private funding, yielding at least $3 billion invested to increase the vibrancy and prosperity of Hoosier communities.   

Gas City is part of the READI East Central Indiana region – led by the East Central Indiana Regional Partnership – that was awarded $50 million in READI 1.0 and READI 2.0 matching funds to support quality of life, quality of place and quality of opportunity projects across Blackford, Delaware, Fayette, Grant, Henry, Jay, Randolph and Wayne counties. The region’s READI investments, including the Gas City Performing Arts Center, are designed to accelerate economic growth, regional prosperity and population growth through investments in quality of life, housing and infrastructure, childcare and family support, and education and opportunity.

The project will initially create 50 new full-time jobs with an additional 15 jobs added by 2027 paying an average wage of $24.40 an hour. Based on the company’s plans to create up to 65 jobs by the end of 2025.

Forging Ahead: East Central Indiana Receives the Second-Largest Award in Funding from READI 2.0

The East Central Indiana region, encompassing Blackford, Delaware, Fayette, Grant, Henry, Jay, Randolph, and Wayne counties, has received $35 million in funding from Indiana's Regional Economic Acceleration and Development Initiative (READI), the second highest allotment in round two.

The East Central Indiana region, encompassing Blackford, Delaware, Fayette, Grant, Henry, Jay, Randolph, and Wayne counties, has received $35 million in funding from Indiana's Regional Economic Acceleration and Development Initiative (READI), the second highest allotment in round two.

The allocation represents a remarkable $20 million (133%) increase in support for regional economic development initiatives compared to the first round. Funding from READI promises to fuel transformative growth and opportunity across communities in the region.

Trevor Friedeberg, President & CEO of the East Central Indiana Regional Partnership, expressed appreciation stating, "I am incredibly proud of the work that was put in across the region to make this award a reality. I speak for nearly 400,000 residents of ECI in thanking Governor Holcomb, Secretary Rosenburg, the Indiana Economic Development Corporation (IEDC), and everyone who coordinated, collaborated, and came together to make this possible. With this award we will accelerate growth in our region that will have an impact for years to come. I have said it throughout this process: East Central Indiana is primed for growth and this is our time!”

Launched by Governor Holcomb and spearheaded by the IEDC, READI encourages regional collaboration and data-informed, long-term planning to attract and retain talent in Indiana. In READI 1.0, ECI received $15 million for 19 impactful projects across various sectors including broadband, childcare, infrastructure, arts and culture, recreation, and talent attraction with $5 million disbursed to date.

For READI 2.0, the IEDC has focused on several KPI’s (Key Performance Indicators), such as population growth, per capita income growth, growth in employment opportunities, education attainment, housing unites developed, childcare capacity, innovation activities and private investment. The Partnership has outlined strategic investment priorities in their regional development plan, targeting improvements in quality of life, addressing housing and infrastructure needs, supporting childcare and families, and promoting education and opportunity. Drawing insights from regional workshops and survey input from over 3,000 community members, the regional development plan aims to propel transformative change, aligning with the KPI’s identified by the IEDC.

 The regional development plan is projected to have the following outcomes by 2031:

·        Stabilize the population attracting 1,500 people across the region each year.

·        Increase educational attainment enabling 1,300 people to obtain a bachelor’s degree or higher each year.

·        Promote housing development building approximately 7,200 housing units (including 3,000 units with READI support).

·        Support livelihoods boosting the regional per capita personal income by $22,043 (representing a 47% increase).

·        Foster innovation encouraging the filing of 100 additional business applications each year.

The regional development plan and READI funding empower the three elements that serve as the backbone of East Central Indiana’s vision: a mosaic of communities, innovative education and medical institutions, and amenities that enable residents to thrive. Through regional collaboration, ECI is forging a bright path for residents.

Trevor Friedeberg, President and CEO of the Partnership, reviewed the activities and initiatives undertaken in 2023. These included the successful implementation and management of READI 1.0 and READI 2.0 planning, demonstrating a commitment to regional development and progress. Additionally, Friedeberg emphasized the organization's endeavors in business development and talent attraction through strategic sales trips, participation in key conferences, and impactful marketing efforts. Notably, the region celebrated significant project activity, boasting $700 million in capital investment and the creation of 500 new jobs throughout the year.

Guest speakers Alexis Sowder and Alex Miller from KSM delivered an insightful presentation on the site selection outlook for 2024, offering valuable perspectives on upcoming opportunities and challenges in the region's economic landscape.

The luncheon also served as a platform to honor exemplary individuals who have made significant contributions to the East Central Indiana community:

Travis Richards, representing the Jay County Development Corporation, received the prestigious ECI Pathfinder Partnership Award. This recognition underscored Richards' dedication and collaborative spirit, which has significantly advanced the development agenda within his community and the broader region.

Susan Reed, a longstanding board member at Baker Tilly, received the ECI Strategic Stewardship Award in acknowledgment of her remarkable 11-year tenure of service. Reed's commitment to strategic governance has been instrumental in steering the organization towards sustainable growth and impact.

The event drew participation from a diverse audience of 100 attendees and was hosted at the Horizon Convention Center. Generous sponsorship from IMPA, Duke Energy, and First Financial contributed to the success of the luncheon, further highlighting the collaboration and support that defines the East Central Indiana region.

In March, the Town of Yorktown achieved a crucial milestone in its downtown redevelopment journey, acquiring the final parcel of a half-square block through a $238,250 READI investment. These redevelopment efforts are expected to generate nearly 200 jobs and, over the course of 10 years, contribute to approximately $150 million in economic activity, helping to shape the heart of downtown.

Duke Energy Awarded Marketing Grant to ECIRP

Duke Energy awarded more than $125,000 in grants to 26 local and regional economic development organizations to spur new jobs and investment in Indiana communities. As part of this initiative, the East Central Indiana Regional Partnership secured a $5,000 marketing grant to upgrade the site selection property tool on their website in collaboration with GIS WebTech.

Groundbreaking Ceremony Marked the Beginning of Construction for Gas City Music Center

In May, the city celebrated the groundbreaking ceremony for the Gas City Music Center, the first East Central Indiana READI project requiring an entirely new build. Mayor Bill Rock and city engineer Jason Miller led the event, symbolizing the start of construction for the 1800-seat venue that will serve as a cultural hub for performing arts shows, seminars, and community events with an anticipated completion date in mid-2024.

In a strategic move to strengthen economic development across the region, the East Central Indiana Regional Partnership (ECIRP) has undertaken comprehensive preparation for the upcoming READI 2.0 funding opportunity. Building on insights drawn from READI 1.0, ECIRP has diligently engaged stakeholders, conducted workshops, and refined its regional development plan to ensure a strong application for the next round of state funds.

In a strategic move to strengthen economic development across the region, the East Central Indiana Regional Partnership (ECIRP) has undertaken comprehensive preparation for the upcoming READI 2.0 funding opportunity. Building on insights drawn from READI 1.0, ECIRP has diligently engaged stakeholders, conducted workshops, and refined its regional development plan to ensure a strong application for the next round of state funds.

Launched in 2021 by Governor Eric Holcomb, READI 1.0 administered $500 million in support statewide to accelerate projects furthering investments in infrastructure, job growth, and quality of life. In the inaugural round, East Central Indiana successfully secured $15 million to advance projects that contributed to the region’s economic vitality.

The lessons learned from READI 1.0 emphasized the importance of understanding regional needs and a more inclusive approach to developing a collective vision and strategies to support long term growth. ECIRP recognized that to address the diverse challenges and opportunities across the eight counties in East Central Indiana, a deeper engagement with stakeholders was essential. The need for a comprehensive perspective became evident, prompting the Partnership to embark on a series of workshops and surveys to capture a broad range of voices, concerns, and objectives.

Preparation and planning for READI 2.0 began at the beginning of the year, and over the course of the past nine months, the region has invested considerable time and effort in collecting information, engaging the public, forming strategies, and developing an updated plan. County workshops were first conducted where common themes were distilled across the region. In the next phase, regional workshops were held to engage everyone, invite participants back to discuss findings, and field questions.

Through two surveys, one targeting the general public and another focusing on youth, twelve target stakeholder sessions, and additional regional meetings to share refined goals, ECIRP engaged over 3,000 participants to shape the updated regional development plan. “The level of engagement and commitment from participants has been truly remarkable. I am thrilled with how participants have stepped up to support the process because they believe in the potential of the region,” said Trevor Friedeberg, President and CEO of the ECIRP.

During a widespread call for submissions, the Partnership received over 170 potential projects. The majority of submitted projects will be included in the regional development plan. Priority projects that align with the region’s goals and the key performance indicators set by the Indiana Economic Development Corp. (IEDC)will be included in the READI 2.0 application. READI 2.0 funding is focused on capital projects that support measurable outcomes such as population growth, per-capita income growth, and educational attainment. East Central Indiana’s goals are to invest in projects that support:

·        Quality of Life

·        Housing and Infrastructure

·        Childcare and Support for Families

·        Education and Opportunity

With regional applications due to the IEDC by February 23, the IEDC review committee will consider applications and determine regional grants in April. Local projects may then be considered for funding as early as May.

“We still have work to do as we put the finishing touches on our READI 2.0 application, but I am energized and encouraged by the progress we have made working together to develop a shared vision, goals, and strategies for East Central Indiana,” said Friedeberg. “I am eager to share our final plan with the IEDC and continue to strengthen our partnership that will have a meaningful positive impact on our region for years to come!”

ECIRP’s strategic approach through various efforts aims to ensure that the region is well-positioned to leverage the READI 2.0 initiative for transformative projects that will drive economic growth and enhance the quality of life for all residents.

Launched by Gov. Holcomb and led by the Indiana Economic Development Corporation (IEDC), READI encourages regional collaboration and data-driven, long-term planning that will attract and retain talent in Indiana. The $500 million READI fund was passed by legislation during the 2021 session and was divided among 17 regions. Through READI, 17 regions across the state that represent all 92 counties are moving forward with projects and programs designed to enhance Indiana’s regions for current and future generations of Hoosiers. Collectively, the state’s $500 million investment is expected to yield an additional $9.86 billion in public, private, and nonprofit dollars invested (19.72:1 investment leverage ratio) in enhancing Indiana’s quality of life, quality of place, and quality of opportunity.

Co-Alliance Cooperative makes $15 million investment into Henry County

Indiana-based agriculture and energy cooperative Co-Alliance Cooperative, Inc., welcomed more than 100 area farmers to their Mt. Summit facility on Monday, Aug. 28, to showcase the $15 million of improvements made at the Henry County location.

Indiana-based agriculture and energy cooperative Co-Alliance Cooperative, Inc., welcomed more than 100 area farmers to their Mt. Summit facility on Monday, Aug. 28, to showcase the $15 million of improvements made at the Henry County location.

The event consisted of a tour of the liquid terminal, which will provide faster, more efficient, and environmentally friendly product distribution to farmers within a 25 mile radius of the facility. It will also eliminate human error and afford the grower precise mixing capabilities. Herbicides, insecticides, and fungicides will be housed and distributed through this facility. This hub will service farmers in a 45 to 60 mile radius of New Castle. The hub’s two rail spurs and the capacity to unload 400 ton per hour and state-of the-art mixing system on the blend tower allows Co-Alliance to load a semi in under eight minutes.

In addition, these improvements will allow for employment opportunities for local residents. When these three projects are completed, Co-Alliance will have added 30 new agriculture-based jobs to the workforce in Henry County.

With a commitment to the region's prosperity, ECIRP presents a detailed blueprint that outlines actionable strategies for the next 2-3 years.

The East Central Indiana Regional Partnership has announced the launch of its robust strategic plan, created with consultant Smart Solutions Group, which sets forth a steadfast vision for propelling the region's economic growth. With a commitment to the region's prosperity, ECIRP presents a detailed blueprint that outlines actionable strategies for the next 2-3 years.

The plan initially lays out the challenges the region is currently facing.  Most notably, the region has witnessed a population decrease over the last five years, and the current projection of continued population decline underscores the urgency for comprehensive and strategic economic revitalization.

With a strong economic focus, the core priority of the strategic plan revolves around fostering a growing and diversified industry base. This will serve as a catalyst for bolstering the region’s population and advancing income levels, thereby nurturing a healthy regional economy.

The Partnership recognizes that effective collaboration and trust-building among local economic development organizations and elected officials are integral to achieving its collective goals. Accordingly, the strategic plan emphasizes the cultivation of efficient communication between key partners and creating action-oriented teamwork.

To assert a strong regional identity, between both internal and external audiences, ECIRP is dedicated to enhancing quality of place initiatives. These initiatives described in the Forge Your Path Regional Development Plan encompass comprehensive efforts to address crucial aspects such as housing, early childhood education, commercial development, education, recreational spaces, and talent attraction.

The allocation of READI funds will enable the completion of vital intersection and street enhancements, the acquisition of blighted properties, and the provision of home improvement assistance. Moreover, the funds will be utilized to develop the YMCA of Muncie, a place that will foster connection in the community.

NOVA Chemicals Corporation, a Canada-based producer of sustainable polyethylene, will establish its first mechanical recycling facility in Connersville. The new facility, which will be operated by Novolex Holdings LLC – a leading developer of packaging products for food service and industrial markets with 15 years of experience in operating plastic film recycling facilities, will create up to 125 new jobs in the coming years.

The new facility, which will be operated by Novolex Holdings LLC – a leading developer of packaging products for food service and industrial markets with 15 years of experience in operating plastic film recycling facilities, will create up to 125 new jobs in the coming years.
 
NOVA Chemicals will build out and equip a portion of the 1.7 million-square-foot facility on 186 acres at 4747 N. Western Ave. in Connersville to process post-consumer plastic films to produce SYNDIGO™ recycled polyethylene (rPE) at commercial scale. The facility will clean, chop and remelt plastic film into small plastic pellets used to make new products, such as packaging for food and drink, e-commerce, heavy-duty sacks, shrink wrap, and more. The new facility, which will begin operating as early as 2025, is expected to deliver more than 100 million pounds of rPE to the market by 2026.

One of the primary goals of READI 2.0 is to create a more inclusive process that actively engages the community. Through a collaborative effort, ECIRP aims to involve stakeholders and community members in the development of a comprehensive regional investment plan. This plan will serve as a roadmap for long-term investments, ensuring meaningful positive change and sustainable development for east central Indiana.

In response to the collaboration, HWC project manager, Rachel Christenson, expressed enthusiasm for what’s ahead. "HWC is excited to partner with the region to develop their regional strategic plan and help the region prepare for READI 2.0. The region has engaged stakeholders, tremendous assets, and abundant opportunities. This plan will help position the region for both short-term success and long-term sustainability."

ECIRP and HWC have begun the stakeholder engagement process and conducted workshops in all eight of the region’s counties. These workshops are a critical piece to gather community input and build broader consensus regarding regional priorities and needs. In addition to county workshops, there will be stakeholder meetings and regional workshops scheduled to build consensus and highlight commonalities as the READI 2.0 plan continues to be developed.

Through the READI 2.0 process, we will develop a vision that makes our region stand out and shows what we can achieve by working collaboratively. Gas City Mayor, Bill Rock, and city engineer, Jason Miller, were among those who participated in the event, symbolizing the commencement of construction for the project.

The Gas City Music Center is the first East Central Indiana READI project that requires an entire new build to begin construction and hold a groundbreaking ceremony. With its state-of-the-art auditorium, the venue will serve as a hub for future performing arts shows, seminars, and various other events bringing people together from the city and region. 

Community members gathered to celebrate the continued growth and development taking place in Gas City. Mayor Bill Rock took the opportunity to speak, discussing future plans, the anticipated opening, and how the auditorium will positively impact the community. He highlighted the economic benefits the venue will bring, attracting new businesses and visitors from surrounding areas.

Duke Energy has awarded more than $125,000 in grants to 26 local and regional economic development organizations to spur new jobs and investment in Indiana communities.

Duke Energy has awarded more than $125,000 in grants to 26 local and regional economic development organizations to spur new jobs and investment in Indiana communities. The grants are through Duke Energy’s Partnership Program, which funds marketing and strategic efforts to grow cities and towns. The East Central Indiana Regional Partnership received a $5,000 marketing grant that will be used to upgrade the site selection property tool on the organization’s website. ECIRP has partnered with GIS WebTech to modernize the website’s property data and provide an easier, more user-friendly experience for consultants. GIS WebTech will allow users to navigate a simple tool when evaluating sites, empower them to utilize robust data tools to review relevant site search parameters, and lead to more interest in the region.

The organization shared both project activity from the 9-county region and recent marketing efforts. The region saw $1.5 billion in capital investment and created over 1000 new jobs in 2022.

The organization shared both project activity from the 9-county region and recent marketing efforts. The region saw $1.5 billion in capital investment and created over 1000 new jobs in 2022.

“On behalf of the East Central Indiana Regional Partnership, I want to thank our supporters who allow us to fulfill our mission of marketing ECI as a region of choice for business investment and talent attraction,” said Trevor Friedeberg, President & CEO. “Our collaboration and partnership makes us stronger together and we are showing real positive momentum in our region, especially as we reflect on the project announcements from the past year.”

In 2022, the organization promoted the region’s assets for business development and talent attraction through sales trips, conferences and marketing. ECIRP continues to promote East Central Indiana as a destination region with assets like Forge Your Path and the Livability ECI magazine. The organization is also managing the region’s $15 million READI grant provided by the Indiana Economic Development Corporation.

The guest speaker at the luncheon was Jacob Everett from Corsa Strategies. Everett brings his 15 years of experience working in public and private sectors to Corsa Strategies to provide advisory services to businesses.

The luncheon was held at the Ball State Alumni Center in Muncie and sponsored by Indiana Municipal Power Agency and First Financial.

Blue Buffalo Announces $200 Million Expansion at Richmond Facility

Governor Eric J. Holcomb joined local officials to announce Blue Buffalo’s expansion of its Richmond facility, creating 50-60 new jobs by the end of 2024. 

Blue Buffalo, the nation’s leading natural pet food company, will invest $200 million over two years to grow its Indiana operations, constructing and equipping a 169,000-square-foot addition to expand its processing operations and warehouse capacity. The expansion will increase the building’s footprint by more than 40 percent by adding another extruder line, three new packaging lines and an associated mix and transfer system, increasing its production of high-quality, natural dog and cat food, servicing customers across the U.S. and Canada. The company broke ground today and plans to complete the expansion by the end of 2024.

READI Funding Supports Property Acquisition in Downtown Yorktown

Since 2014, the Yorktown Redevelopment Commission has been diligently working to redevelop, revitalize and grow its downtown core.

Since 2014, the Yorktown Redevelopment Commission has been diligently working to redevelop, revitalize and grow its downtown core. With a substantial portion of the work complete, the Town has now set its sights on completing the next phase of redevelopment, which includes the assembly and redevelopment of a half-square block located between Vine, Market, and adjacent to Canal. Before the READI planning process, the Town owned five of the six parcels that comprise the half-square block. Through a $238,250 READI investment, the ECIRP, IEDC, and Town of Yorktown Redevelopment Commission were successfully able to acquire the remaining 0.10-acre parcel and complete the block.

According to economic impact analyses provided by Veridus Group, completed as part of the strategic planning process, when complete, the redevelopment efforts in downtown are expected to generate nearly 200 jobs and, over the course of 10 years, contribute approximately $150 million in economic activity. “Yorktown has focused on redeveloping our downtown into a vibrant center for the community,” said Chase Bruton, Yorktown Town Manager. “With the use of these READI funds for the acquisition of this key parcel, Yorktown now controls a large portion of open land in our riverfront district. This is immediately adjacent to our Civic Green, a centerpiece of activity that includes a splash pad, concert venue, and storefronts. This is a prime location for future private investment in a mixed-use development.”

In 2016, through a collaborative, strategic planning process led by Context Design, the Town developed four guiding principles for its downtown redevelopment which, including creating a multi-generational social and economic hub for the Town. These principles have steered the town in its redevelopment plans, inspiring the creation of more green space for community events, pedestrian- and bicycle-friendly streets, and business opportunities. 

With the parcel now under the control of the Town, the half-square block can be assembled into one larger property, which offers development advantages in terms of building footprints and tenant opportunities. Additional planning, coordination, and development discussions will now begin to further define the appropriate recommendations for the property’s redevelopment and reuse.

Vision Corner Receives East Central Indiana's First READI Dollars

The East Central Indiana Regional Partnership in collaboration with the Indiana Economic Development Corporation (IEDC) has been diligently working with local leaders to implement quality-of-place projects across the eight-county area. The region is excited to announce the first READI disbursement to the City of Union City to facilitate project work on the Vision Corner Learning Center.

The East Central Indiana Regional Partnership in collaboration with the Indiana Economic Development Corporation (IEDC) has been diligently working with local leaders to implement quality-of-place projects across the eight-county area. For the last several months, the team has been working to organize materials, submit regional projects to the IEDC for review and procure project goods and services. The region is excited to announce the first READI disbursement to the City of Union City to facilitate project work on the Vision Corner Learning Center.

Through a $400,000 READI investment, the ECIRP, IEDC, City of Union City, Randolph County, and their local public and private partners will assist in developing education and career pipelines, the launch of new programs, and the development of opportunities for upskilling and training.

“We are absolutely thrilled with the support of the READI initiative and the impact it creates for a cornerstone project in Union City,” said Mayor Chad Spence. “Governor Holcomb’s READI initiative helps propel individual and community development for the region through Vision Corner.”

The Vision Corner Learning Center, located at the intersection of Columbia Street and Pearl Street, focuses on revitalization – both in the location of the facility, and the partnerships and programs offered to residents.

With a successful first phase completed; the mission of Vision Corner was expanded to include adult-level career-focused education. The program, when complete, will provide job training, personal skill enhancement, and career development.

In addition to programmatic additions, Phase Two of Vision Corner included exterior building improvements and a build-out of the first floor of the building. READI funds were used to complete the mechanical and HVAC system improvements throughout the first floor.

The Vision Corner Learning Center has also received local support from the City of Union City, Randolph County, Randolph County Eastern School Corporation, Randolph County Community Foundation, and Frank Miller Lumber. In total, the region’s READI contribution of $400,000 has been matched with $1.6 million in public, private, and state resources.
